- Identify all the individuals, groups, and organizations that are affected by the problem or have an interest in it.
In stakeholder theory, stakeholder can be identified as primary or secondary. However, only a few attributes are sufficient to identify different classes of stakeholders: 1) the stakeholder’s power to influence, 2) the legitimacy of the stakeholder’s relationship, and 3) the urgency of stakeholder’s claim.
