Characterize stakeholders

• Characterize stakeholders based on their interests, values, and power in relation to the problem.

Additionally, a theoretical framework for stakeholder identification and engagement in a wicked water resources problems classifies stakeholders on a: 1) policy level (state and federal government agencies), 2) operational level (suppliers and distributors), 3) user level (individual and institutional users), and 4) informational level (research/academic/science-based information institutions).
